Obituary

On Sunday, April 27th, 2025, Frances Bailey was called home to be with her Lord, surrounded by the love she so freely gave throughout her life. Though the world feels dimmer in her absence, Heaven shines all the brighter with her presence.

Frances was born on December 9, 1940, in Carlisle, to the late Mervin and Evelyn (Calaman) Sheriff. She is survived by her loving husband, William D. Bailey, her daughter Teresa (Kenny) Baum, Daughter in-law Freda Bailey, Grandchildren, Bryon Keck of Shippensburg, Amanda (Joey) French of Newville, Courtney (Shane) Golden of Carlisle, Richard (Katie) Bailey of Newville, Robby Coyle of Newville, Great Grandchildren, Bailey French, Ruby Frances-Golden, Lily Golden, and J.J, French, stepbrothers, John Sheriff, Dale Sheriff, and Harry Sheriff. In addition to her parents, she was preceded in death by her son, Rick Bailey, her daughter, Kristine Bailey, her siblings, Bertha Bitner, Mervin Sheriff Jr., and Charles Sheriff, stepsister Darlene Stough, and stepbrother Woodrow Sheriff.

Frances lived a life rooted deeply in God's love, compassion, and vibrant spirit. A true nurturer at heart, Frances found joy in gardening, tending to her beloved plants with the same gentle care she gave to the people in her life. Much like her flourishing garden, Frances helped those around her grow with her kindness, wisdom, and unwavering support. She had a remarkable gift for making everyone feel welcome, no matter the room or the circumstance, Frances made sure no one ever felt like a stranger.

Alongside her devoted and loving husband of 66 years William and Frances embraced a life full of adventure, exploring new places and making cherished memories. She delighted in spending time with her grandchildren and great-grandchildren, filling their lives with laughter, stories, and endless warmth. Bill and Fran looked forward to their weekly visits from Ruby and Lily. Whether she was trying out a new recipe, listening to her favorite music, engaged in a spirited game of solitaire, or passionately debating the issues she held dear, Frances approached each moment with energy, curiosity, and an open heart. Her legacy of love, strength, and kindness lives on in every life she touched.

Frances's spirit will continue to bloom in the hearts of those who loved her, a lasting reminder that kindness, love, and a welcoming heart can change the world — one life at a time.
